The interface does not support one or more of the capabilities
specified in the profile. For example, if a profile specifies the use
of WPA2 when the NIC only supports WPA, then this error code is
returned. Also, if a profile specifies the use of FIPS mode when the
NIC does not support FIPS mode, then this error code is
returned.
